Since a pinned piece cannot move without exposing another target, it becomes a target itself.

In this position, the Black bishop on d7 is pinned. Moving the bishop would allow Qxd8+. Since the bishop cannot move freely, it should be treated as a tactical target.

White to move. The pinned bishop can be treated as a tactical target.

1. Bc6 adding pressure to the pinned bishop Qxc4 2. Bxd7+

A pinned piece can’t move freely, which makes it a target. If you attack it, you might be able to capture it.
